(Extract from the transcript of the Environmental
Scrutiny Hearing of 8th July, 2009)
The
statement above has been the repeated stance of the CEO of Planning
& Environment, Andy Scate, whose responsibility it is to advise
his Minister on this critical international issue. Yet Mr. Scate knew
at the time of serious pollution issues
at the incinerator site. In fact, Mr. Scate acknowledged the seriousness
of the incidents and is reported in the JEP as saying that that there
was likely to be "a criminal investigation." The Project
Manager at the time reported to SOS that there could be significant
and detrimental effects to the Ramsar Site. He was dismissed (he alleges)
for expressing his concerns regarding visible pollution caused by
the pumping to sea of untreated leachate from the flooded incinerator
excavation.
Ramsar have now taken the unusual step of directly intervening, and
a letter from Mr.Tobias
Salathé, Senior Adviser, Ramsar Directorate, to the Chairman
of the Environmental Scrutiny Panel is reproduced in full below.
