RAMSAR COMES THROUGH!
A REQUEST TO OUR GOVERNMENT FROM THE SWISS

For the last sixteen months Save Our Shoreline have been campaigning for our Government to comply with Article 3.2 of the Ramsar Convention with respect to the possible effects on the marine environment of the building and operation of the huge new incinerator at La Collette, which abuts the Channel Islands first Ramsar Site, a Wetland Area of International Importance.

The statement above has been the repeated stance of the CEO of Planning & Environment, Andy Scate, whose responsibility it is to advise his Minister on this critical international issue. Yet Mr. Scate knew at the time of serious pollution issues at the incinerator site. In fact, Mr. Scate acknowledged the seriousness of the incidents and is reported in the JEP as saying that that there was likely to be "a criminal investigation." The Project Manager at the time reported to SOS that there could be significant and detrimental effects to the Ramsar Site. He was dismissed (he alleges) for expressing his concerns regarding visible pollution caused by the pumping to sea of untreated leachate from the flooded incinerator excavation.

Ramsar have now taken the unusual step of directly intervening, and a letter from Mr.
Tobias Salathé, Senior Adviser, Ramsar Directorate, to the Chairman of the Environmental Scrutiny Panel is reproduced in full below.

We suggest that it is time that Mr. Scate and his Department immediately take on board not only both reports but the direct requests of the Ramsar Directorate and advises his Minister accordingly. Should the States of Jersey not fully comply with the above request, Save Our Shoreline (now Members of the Ramsar Management Authority) may request the Ramsar Directorate to place Jersey's Ramsar South East Coastal Site on their Montreux Record.
