PLANNING AND ENVIRONMENT MINISTER AND SAVE OUR SHORELINE AGREE ON NEW WATERFRONT DEVELOPMENT CONDITIONS.

Save Our Shoreline have in recent months submitted two submissions relating to two new Waterfront developments, Zephyrus and Castle Quay 2. As reported in our February edition we had concerns about the Zephryus development. These concerns were shared by the Planning and Environment Minister, and our submission was later accepted by him as a condition of the planning consent.

The latest proposed development, Castle Quay 2 was the subject of a Planning Ministerial Hearing on 29th June, 2010, and again SOS' submission was accepted.

On both developments, secant piling will be used to minimise the ingress of water penetration into the site as a result of below ground tidal movement. Tidal penetration of previous developments has been one of our key concerns, and this has been accepted by the Minister and addressed by the use of condition.

The Minister considered it to be consistent and reasonable to insist that secant piling will be used in this instance. In addition, there will be independent monitoring of the excavation and disposal of solid waste on both developments.

SOS welcome the recent constructive dialogue with the Planning Department, and hope that The Minister for Transport and Technical Services will also accept our organisation's submissions regarding the Energy from Waste plant's current application for discharge permits, as discussed in June's edition. (We currently await a response to our submissions).

OTHER NEWS: The second meeting of the Ramsar Management Authority is to take place on 28th July, 2010. We await the agenda with interest, the last agenda being scrapped at the last minute.

SOS will report on the meeting next month. The RMA have met only once before, this being purely an inaugral meeting with no input by the members who were not asked to vote for a Chairman contrary to the notification on the aforesaid agenda.

However we appreciate that a technical sub group was formed (we presume) on the initiative of the Chairman, and they put forward a submission regarding the discharge permits referred to above.

Tourism Survey- Havre des Pas/ Energy from Waste Plant impact.

We approached a small sample of tourists the weekened before last in the Havre des Pas Area. It soon became obvious that the responses were pretty much the same: disbelief that Jersey's authorities would build a monstrosity on our most important skyline. Would it impact on their holiday? 90% of those asked said they would not stay in the area next time if they returned, which in most cases was doubtful. Most respondents reported sadness that 'Jersey had lost its specialness'. There were no postive responses.

5 replies were on the lines of: "I suppose you have to do something with your rubbish- but isn't there anywhere else you could put that thing?" And 6 people said "You don't put that in the brochures!"

We did not do an in depth study as planned or a demographic breakdown after the initial respondents were clearly unhappy. There seemed no point.
